GalaxyNG's newest source code appears to do this. Blind Galaxy has
done this for years- probably since I added forecasting ability.

This really should be done by the forecaster, due to round off error
concerns (as in techs that you have and that the group has, resources,
ind, etc.) as well as ease of coding. Some players compute things very
closely (within 0.01 industry or less), a tool is likely to be off a
bit....

Blind galaxy has done this for a while (1995 or so) as a GM choice and
program compile time.

Explorer has had it for a while, probably since the game was created.
