What I can do is give an approximate if you tell me what planets work on what
tech, without the full orders it will be hard to do, this is more like
something that should be present in the Turn Forecaster of the server.

That's a pretty major of rules change of galaxy, I'm only working on some
tools not the actual server, though I guess it can be worked on, but still it
is a rule change of galaxy.
