Your base chance is what counts.  This is even the case when you
   can't *see* your base chance.  For instance, if I raise my PC from
   5 to 15 by equipping an item, or by acquiring a status, my printout
   will show my PC as 15 {15}, but my chance of practicing it will be
   based on a PC of 5.

It claims in the rules that your base PC and your blessed tactics are
what is used to determine your troop training capacities.  Does that
apply to ITEM based increases as well?  For example, suppose a priest
equips a holy symbol that raises PC+2 TAC+2.  Can he now train 6 more
troops to one higher level than before (or can he just train 6 more
troops).
