The program is called planets and you can find it on

together with many more tools.

Zooming in is simple, just say

planets  report-file  -mag 20 30 100 120

To zoom into an area of the map with a bottom left corner of (20,30)
and a width of 100 and height 120. It creates a gnuplot file, which
you then can plot with

gnuplot galaxy_map.gnu

(Please note (20,30) are in the coordinate system of gnuplot, which
has the origin (0,0) in the bottom left corner of the plot area, this
as oposed to Galaxy, which has (0,0) in the upper left corner)

If you add the  -p   as in:

planets  report-file -p -mag 20 30 100 120

The program will instruct gnuplot to create a postscript version
of the map instead of a plot on the screen.

Which can be printed with

gnuplot galaxy_map.gnu | lpr
