Explorer uses a square map and thus gap become unavoidable when
there are not enough players to fill out all the quadrents.  When I run
a game, I typically cut off the number of players at the closest "square"
number.  Worst case there may be one or two open areas.

The open areas are a mixed blessing.  Players that are next to one
do not have to worry about being threatened from that direction for
quite a while.  On the other hand, it limits where they can expand
to as well since there are not extra worlds in the empty region for
them to claim without opposition.

When open areas exist, they are distributed randomly throughout the
galaxy to prevent an entire row of them from existing which would defeat
some of the purpose of having a wrap-around map.

If I (or someone else) ever completed a simple AI-bot for playing an
inactive race, I would definitely prefer that over having empty regions
in the galaxy.
