Galaxy Explorer conceptually uses a hexagonal grid to lay out
player positions.  Home worlds will be located somewhere within
the hexagonal area (not necessarily the middle) and home worlds
are guaranteed to be a minimum distance apart.  Explorer does
use a wrap around map so no one has the advantage/disadvantage
of being along an edge.

Explorer also uses a balancing algorithm when allocating worlds.
Each player is guaranteed to have roughly the same production
potential in the worlds seeded around his home world.  These
worlds are placed relative to each player's home world so when
the overall map is plotted the underlying grid is not evident and
the galaxy looks just as chaotically arranged as a standard
galaxy (though it is not).

This current algorithm is my third iteration of trying to find a
solution that is fair yet unpredictable.  I feel that good players
adapt their playing style to situation they find themselves in
and want to preserve this while giving everyone an equal chance
to succeed.
