Although the initial observation was perhaps an exageration, one tendency that
the presence of tools has led to has been a growth in the size of some games.
The idea of attempting to play in a galaxy with several dozen players and
thousands of planets without tools is daunting (and even with tools, as the
game progresses it becomes hard to find the time for writing moves).  The
point being that the tools are not an intrinsic part of the game, but a means
of organizing information from turn reports (the fact that different players
use different tools - would a hand drawn map, as my brother uses,
count as a "tool" - highlights this also).
