Indeed - the extreme example of this is Diplomacy, where outright
impersonation is built into the Judge software, and you have to
remember what version you're playing (from memory, Black games,
anything goes...)

And Galaxy has always been very clear on this, and I've seen it
enforced three times - you send orders for another player, and they
complain, you are gone. Usually, that particualr GM will not let you
play one of their games again either. But if you mislead / lie in
the internal diplomacy parts of the game... well, if you can get
away with it, that's fine.
