Most game players are fair-minded - one reason why it's so nice to work for
them. But there's always a small minority to whom winning takes priority
over fair play: they think it's reasonable to win by foul means. Indeed, I
can see that beating the game system has a certain attraction, however
reprehensible.

Of course, it's not always clear what's fair and what's foul - for instance,
some games allow players to distribute diplos in another player's name,
others don't.

That's why companies have house rules - these have often been drawn up after
a player found a loophole and tried to exploit it. So ban impersonation in
your house rules.
