The judge is correct.  The army in Vienna which bounced off of Bohemia
winds up back in Vienna.  For purposes of the standoff between its own friendly
armies and the enemy attack into Vienna, it is considered a "beleagured
garrison".  (Hint: if it didn't work like that then the attack would fail
if, and only if, the beleagured garrison belonged to some third nation, say
Russia.  Does that make any sense?)
