Yes, this has been made slightly cheaper in v3.0; also, population
production (without industry) has been doubled, which should make it
faster to build up colony worlds.

Ah, but remember colonists in Galaxy are in suspended animation
capsules, which means they can be stacked in cargo holds just like raw
materials can. Otherwise you'd have huge amounts of colonists
accumulated on your homeworld that you'd never be able to ship to
colonies.
