Yeah, but the thing is, on thinking about it I realized that it is not
possible for anyone to ever have won with the 51% max industry rule,
because they would necessarily have had to destroy all the other players
anyway long before that, to protect their colonies from attack.
Therefore I cancelled the economic victory condition so as to avoid
misleading players that they could win without a military victory.
