A form of this exists in a variant Tom Finn and I have coded that we call
"blind" galaxy.  There is a 3rd war/peace status, called guard, which means
shoot ships from race XYZ if they venture to a planet you own, and leave
them alone (even cooperate) elsewhere.  If anyone wants to see how we
implemented it, it's pretty simple.  It's not quite as felexible as selecting
war/peace planet-by-planet, but it does satisfy the basic need -- cooperation
without vulnerability to spying.
