If I don't want to get into conflict with the ships of another race, I can declare peace on that race. But often, I don't want to have alien spies around my colonies. So, I'd like do be able to give additional war/peace orders that are (optional) also planet dependend: A <race> [ <planet> ] to declare peace and W <race> [ <planet> ] to declare war. Example: Let's say I'm the player with homeworld "Earth". I don't want to start a war against the Klingons at some outer planet, but I want to prevent the Klingons from spying my homeworld.
