Yes, either one is decent.  However, I'd go with the 15 WL 13 DF for
a couple of reasons.  You get the advantage for stat trains, and will (along
with wit) is the most important stat for long term success.  Also, you get
bonuses to endurance and damage-taking with the extra will, and those are
two areas that are vital to a waste.  Finally, a 13 DF (once the ST gets
trained up to 13, and that won't be too long with a 15 WL) is all you need
to use most of the good waste weapons; 13 ST 13 DF gives you the morning
star, which is the waste classic weapon.
