Dani gave the answers for the incorrect attempts, but left off the important
example that will work (to my understanding - please let me know if I'm
wrong).

This will work.

So, for example:

begin Hero A turn 1

Hero A and his sidekick issue a teach skill and a teach spell order.

Hero A moves to Overlord B's location.

Hero A and his sidekick issue a learn spell and a learn skill order (closing
those cycles).

Hero A issues a learn skill order from Overlord B.

end Hero A turn 1

begin Overlord B turn 1

Overlord B issues a teach skill order to Hero A (closing a cycle).

Overlord B issues a teach spell order to an underling.

Overlord B's soldiers move, but Overlord B stays in town.

Overlord B's underling issues a learn spell order.

Overlord B issues a learn spell order from Hero A.

end Overlord B turn 1

begin Hero A turn 2

Hero A issues a teach spell order to Overlord B.

Hero A moves off....

This allows both players to teach each other in three turns
between them.
