Did you get a message at the beginning of your fights stating that
your dex was too low?  If not, you probably will not notice a big improvement
with raising your dex by one.  Each weapon has its own parrying and attack
modifiers and stat requirements.  The battle axe suffers in parrying somewhat
due to being slow to catch an incoming weapon.  It performs fairly well,
though, as far as absorbing damage.  It is almost always a good idea to
raise stats for a while on new characters.  Stats most directly affect your
combat capability.

No player knows for sure.  It is almost impossible to get exact
empirical data on combat percentages.  I would guess that statements such
as slight disadvantage would be around 5%.

The minimum for way above average would be 16.  I would not pick up
the great axe until your strength is 20.  Even at 20, you will not be able
to wear much armor and fight effectively.  For longterm planning, you
should strive for no encumberance.  A general formula for this is
Strength-10= number of fatigue points you can carry with no encum.  You
should think about your defense with the great axe.  You think the battle
axe stinks at parries.
