If I could make one change to Legends, it would be to add a second
transfer phase after movement (preferably as the very last section, but
any time after movement would be all right).  It wouldn't even need
all of the possible orders to be allowed - just the T2 (transfer soldiers),
T6 (transfer items), T9 (10?) (transfer population), and T11 (transfer
characters) would make a big difference (though I can think of uses for
equip character, train soldiers, train tradesmen, build guilds, etc.).

One effect this would have would make it easier to keep characters/items/
population/whatever safer, as you could immediately transfer them into
your heavily-guarded location, rather than making them live outside for
two weeks.  Forcing them to remain vulnerable may be an intentional effect,
but the real problem currently is that transfers aren't symmetric.

If Player A runs on Tuesday and moves his force 1 to the same province
as Player B's force 2, when Player B runs on Thursday, he can transfer
whatever they need from force 2 to force 1 without having to slow down.  But
if they need to transfer stuff from force 1 to force 2, force 2 needs to
give up a turn's movement to allow this.  Seems a little silly.

Of course, the same is true for teaching spells or skills...

Anyway, just my gripe.
