Actually, not because you don't know the group (it is always the next
unused #). Production happens after movement, basically last in the
turn sequence (other than groups being joined together). Hard to move
(or fight with) ships that haven't been built yet (something that burns
many new players).

If you did 'L group col', no, all of the ships would be partly loaded
with ~1/5 a unit of COL.
If you do 'L group col x', then only x ships will have stuff on them.

Group numbers are predictable. Also check the rules for the use
of MAX for group numbers.

Note: Build those defenses _before_ turn 3, not on it.

Check for the galaxy article I wrote (at the same ftp site -
/pub/bampton/Galaxy/PBEM-article ). It has some thoughts on ship
construction. A followup article on "getting to the midgame"
is in the works (I'm finish it before July, Greg, honest (:-) )
