Brent and Michael,

If you don't meet the prereqs for the order, where the prereqs
are listed in each order's description, then the order is ignored,
meaning the cost, effects, and stats for the order are not applied.

In the case of LEARN, for example, one of the prereqs is that you must
not know the spell.  So, if you have a two action character researching
a spell, and the following orders are issued:

learn c2 s101	# first try
	learn c2 s101	# second try if first fails
	cast c2 s101	# cast it if first learn succeeded

and the character learns the spell on the first order, then the second
learn is not charged against c2's actions since the spell is now known,
which then makes it possible for the cast of spell 101 to be attempted
with the third order.  Of course, if the first learn attempt doesn't
succeed, then the cast wouldn't be attempted because the second learn
would've been executed, using up all available actions.
