Yep that is an consideration, then you can still use the planet to
upgrade all ships though....

But is seems that the proposed command to CLAIM a planet will work
best.

No don't think so. I really does allow that, and I used it quite extensively
in one galaxy game where I destroyed all the ships of one player left
his planets intact. Have used them to upgrade all my ships, and he can't
do a think about it since upgrading has priority over production :)

It could also be used to speed up attacks.
As in:

- declare peace
- attack planet
- upgrade ships
- attack new planet

Though this indeed only works when the other player has declared war
on you...  though it is not that difficult to get a player to declare
war on you :)

No that's a good idea, and I did implement that a while ago while solving
a production bug...

There are much more ideas that could be tested:

The carrier ships mentioned by Tim,
Radar ships,
Other type of tech levels...

These would require changes to GalaxyTV though.
