There is another solution which does not need the introduction of a
new rule and which it thus even better:

The whole problem centres around doing a joint attack on an enemy and
that always the same nation in the alliance gets the planet being
attacked.

The solution for this:

When two or more nations, all allies attack a planet of another
player, they all declare peace on that nation that is being attacked.
The enemy fleets will be destroyed but the planet will not be bombed
(rule of standard galaxy).  The next turn, the nation that is granted
the planet stays on the planet the other nations leaves, the turn
after that the planet is bombed an the planet changes ownership.

You could say this is a waste of turns... but the planet can be robbed
of its goods (colonists/cap/mat) in the process, and the enemies
industry can be used to upgrade the alliances ships...  (also a rule
of standard galaxy, you can upgrade your ships above an enemy planet).

Of course this all depends on how honest the parties in the alliance
are, but this is also the case in real life and real politics, and it
is one of the things that makes galaxy so interesting.
