Vincent, are you quite sure you are talking about the same game here?
Or is this aimed purely at the American MSL market?? Can I suggest you
visit the FIFA home page to check the rules before you write a game on
the subject? :-)

There's no reason at all why a change of tactics couldn't be
incorporated at half time or at any other point if need be but it
depends on how complicated you want the game to be.
Let's suppose you have tactic numbers 1 to 4 (to simplify things)
where tactic 4 is very attacking and tactic 1 is very defensive. You
could have an option that says for instance, play tactic 4 but switch
to tactic 1 if the team goes two goals ahead. The possibilities are
endless but can get extremely confusing for the average manager.

At the end of the day a real life manager has very little control over
what happens in a match once the teams are on the pitch. Yes he can
change things around to a degree during the 90 minutes but all the
planning, scouting, training and working out of tactics goes on before
the match starts.
