I think that you're confusing a starting restriction with a common
occurence in FA100 games - namely camp limits.  I have a pop center at
1323 in my current FA game.  I created this with a 64 Emissary, although
the real factor at work here is the per turn camp limit.  I've had all
of my emissaries whiff at open hexes because I went near the end of the
turn (with regards to the total number of nations placing camps).
Remember, that in FA1000, most nations will have 2-3 emissaries placing
camps each turn.  When combined with the per turn camp limit, this means
that some nations will get screwed putting down camps no matter where
they attempt this.

As for the starting restrictions, this was in response to the playtest
in which many players attempted to select these hexes for their starting
location...  I believe that they were attempting to head off any
potential problems...
