I agree with Greg as to the normal Usenet way of doing things.
Advertising on Usenet can be *very* annoying and is generally considered
to be harmful.

But as far as I know this is not a moderated group (am I wrong?).
Moderators are free to do as they wish.  If some of them feel that
posting ads will have a positive effect on their business then they may
give it a try.  They may find that players flock to their sites.  Or
they may find themselves buried under a ton of angry email from players
with clogged 28.8 modems.

Perhaps it would be best to charter a new newsgroup such as
"rec.games.pbm.announce".   People with no desire to read ads can ignore
the group and won't be affected.  Other players will have a clearly
defined place where every moderator is free to advertise.

If many players would like to see an alternative FAQ, why don't they
produce one?  There's nothing stopping them.  Call it the "unofficial
rec.games.pbm FAQ" or whatever you like.  The police won't knock down
your door.

In any case, the three of you have been conducting a discussion which,
while it befits the time honored tradition of flame wars, does not seem
to be going anywhere.  Perhaps its time to start fresh and look for a
solution rather than rehashing the same arguments.
