Ummm, why? Why only 13? Where does this number come from?

Please forgive such a vile, inherently stupid question from a
(currently) outsider, but why exactly is scouting so important? Am I
going to be chasing down my opponents characters that much? Is it to
find the best hexes for PCs? Side note, do hexes of the same terrain
type produce different 'amounts' of resources? The notes on camp
placement would seem to argue that but I've never seen it actually
stated as such.

Yeah, stealth looks like a good "role-play ability".
