To my knowledge, nobody has ever come up with a good formula for
calculating this.  I've seen very high commanders with huge armies fail
sometimes.  Basically, you do not threaten unless it's a non-critical
situation.

When your navy attacks a pop centre, your troops disembark for the
activity.  The str 5 of your ships is only relevant to ship vs ship
combat.
