hmmm not sure on this one, basically I regard orbital flak as one of the
most useful classes of ship in the game, producing flak fields with no
defenses is patently insane as you can loose thousands of tonnes of
shipping to a few fighters.

If each world has a basic defense (one gun, one flak clearer, one turn of
flak) then its very difficult for someone to rush across your empire with
a light force.  If you also have local fleets then you have a good chance
of significantly outgunning their fleet no matter where it goes.

In short I think its unfair to say that forts are not effective, they are
simply the extream of the slow fleet philosophy.  Suitably designed they
also provide near immunity from shield ship attacks, and as they do not
carry drive mass they can be heavily shielded and so may tip a battle in
your favour should the opposition loose their main gun(s) half way
through.  I have seen all of these benifits in action (both for and
against me) and I now belive that a picketing force should consist of
orbital fleets with supporting mobile groups.
