Have you told him there's a problem with his start-up?
Have you explained to him the history and scenario of the game?
Have you suggested ways to resolve this problem, and perhaps asked him for
his own thoughts?

In brief - Tell the guy about the problem and see what he wants to do.
Remember that just because you know what goes on in your game, and how it
plays, others might not.
