The feature was put into V3.1 to get some sense of adventure. Although
you do not know where all the nations are you can still see how well
each nation is doing from the Player Status section in the report.

I play in two V3.1 games and I quite like it.  You encounter probes of
other nations, you see one of two nations grow big but do not quite
know where they are. However within a couple of turn you can figure
out who your neighbours are.

Never the less, if many people object I am more than happy to remove
it from the next release (3.2).

It's a non esential feature.  For the purpose of strategy it does not
matter much.  It sometimes even helps if your enemies have information
on the position of your fleets and planets.  Their moves become much
more predictable.
