A good free one is Lorenai.  The drawback is that it's also starting to get a
little old (Turn 56 runs the first weekend of October), but there's still a
good potential to do things.  And the newest region opened (Mystic Island) is
only about 18 turns old.  There's also a good core of experienced players
willing to give a new player a hand in getting up to speed.

There's also OverLord (also free; in early playtest from what I hear), and
several pay-for-play games that others will undoubtedly mention.
