It would need lots of chrome in the gadget department, custom mercs with a variety of skills and races to choose from. Toss in a plot driven storyline where the actions of the team have an impact in the game universe. (i.e. Team A works for the Red faction which seeks to topple the Empire.) Direct confrontation between teams would probably not happen until the team reaches a certain level of proficency and then when only driven by a plot or a possible (non-lethal?) challenge. Oh yeah, to keep the cliches and the technobabble down. It's probably best to avoid something like Star Trek or Star Wars. Actually, basing off of Mekton Zeta would be good start. Fast and flexible with a very good system for customized gadgets. (It uses the same Interlock system as the CyberPunk RPG.) The tricky part would be to automate the turn results. One idea I've been toying with is using a html form (with a touch of javascript) to enforce a fixed format. (Such a form could be on a web page or local to a hard drive.) The kicker would be making the data persistent for each player so they don't have to constantly re-enter basic data such as team names and attributes.
