When I wanted to try Galaxy a few years ago there were two GMs asking
for volunteers to take over positions that had been abandoned.  I
volunteered, and was accepted, to take over vacant positions in two
games.

One was a Blind Galaxy game nearing the end game and the existing player
had lost interest as the position was impossible to rescue.  This gave a
good opportunity to try the game 'at no risk' - I knew I was going to be
greased anyway!.

So it is a facility that does happen and does have its uses.
