Copyright laws aren't the same all over the world. For example, if
something was published in the US before 1978, that notice is required.

Not in the US. As David pointed out, fair use is far broader in the
US. In fact, any 4-word phrase is likely to have appeared in another
copyrighted work (ahem.) It's common for publishers to lie and claim
more rights than they actually have.

Someone mentioned life+75 years as a copyright limit. That is not
true, anywhere. In the EU it is life+70 years, in the US and many
other places, life+50, but in the US, everything before 1923 is in the
public domain.
