I was thinking about a similar method.  The ability to combine varying
media has the potential for making a very good looking game.  The use of
forms eases automation by parsers.  As I learn Perl, the potential for
combining all of this is good.

Also, if you restrict communications/diplomacy via the web interface, you
can simulate neat things like time lags and communication routes by using
an automated 'dispatcher'.  [You could even play with lost or intercepted
messages.]
