But wouldn't the best way be to have the players affect this by various
means as part of the game?

You are right.  Many civilizations have lasted for thousands of years.  Many
cities also.  I geuss I have been thinking narrowly about battles when I need
to think about
conquests on a map which politcal boundries are always reshaping.

I am trying to figure what might be a good mechanic for  a player to conquer,
exploit, and nurture a civilization.  Although alot can happen in a decade
never mind a century.   So, in "Risk" you can move armys and simulate a war.  I
want to go beyond that time scale to simulate the battle  of  politics, trade,
ideas, technology, culture, and entropy over centuries.

Hmm, perhaps, each player starts  off with a culture, a city, and phylosophy.
Then the player can collect, experiment, remember and lobby cultures,
technologies, ways of   doing things.

What do you think?
