Is your PBEM a Role Playing Game that isn't based on any standard rule system? Does it take the form of a story that runs like a chain letter with entries from several players? I'm a GM who has been hosting a PBEM since 1995. In order to accommodate a less constrained form of role playing, I devised a universe where my PBEM "world" resides. I call that universe The OrgaNet and my world is called The WoD - The World of Dom. The OrgaNet is place where other PBEM worlds - no matter what the setting - coexist.
