Sys_Admin:

ANNOUNCEMENT
Creation of the Charter of Intergalactic Relations,
headed by the Intergalactic Administrative Council (IAC)
which will be headed by all Users who have exceeded a
total population of 10 billion.
   IAC will be able to vote on regulations and apply them
within its jurisdiction. For example, it could overturn
the recent rule on declarations of war.
   Other worlds will be able to join as non-executive
worlds. They will have no voting power, however.
   IAC will be headed by the top three Users (in terms
of population). Each of their votes counts as two votes,
except for the User with the highest population, whose
vote always breaks ties. This is the Council President.
   Sys_Admin retains the right to summarily veto any IAC
regulation.

Sys_Admin:
This E-mail is part of a new system being phased in to
help people keep track of recent developments, even if
their worlds have been labelled inactive by the server.

Sys_Admin:
The tutorial mode was removed from v5.3 because of
technical difficulties. We are hoping to create a more
advanced tutorial in the near future.

Sources indicate that Lenist's trade-ban has not been
heavily exerted on worlds more than 4 parsecs away from
(150, 70)

Sys_Admin:
New Rule: You must make a declaration of war the turn
before attacking another player's homeworld or the attack
fails. Use Orders to do so.

Sys_Admin:
The newest StarsOnline product is available at the home
site. It is war531.exe and fixes the setup program.
There are these two notable problems remaining:
	1) Setup will not accept drive D:
	2) Only standard filenames will work. Some
		systems may allow long filenames.

Sys_Admin:
The current top users, in terms of population, total
worlds conquered, and cash inflow (via taxes) are:
	1)	User4
			Pop: 818 billion over  31 planets
	2)	User2
			Pop:  15 billion over 122 planets
	3)	Artaxia
			Pop:  68 billion over  45 planets

Server:
There are currently:
	40 users in 13228 worlds in Sector A (Central)

IBC:
All quiet on the Lenist front, making the upper right
area quiet indeed. Scouts have not reported any ship
movements.

***Jurassic_Park has declared war on Lenist.

Sys_Admin:
We are working on an Email system for .WAR files now,
but it is not yet in place. When complete, the server
will generate turn files for all players and mail it
to them.

Sys_Admin:
The actual required population for qualification in
IAC is 10 billion but at this time, there may be a
minimum number of worlds imposed as well.

Sys_Admin:
The announcement of who will head the council will be
delayed for two turns while further details are worked
out. The current most likely members are the top users
(below).
