There are several good games of this type out there:

First a non-commercial one (free that is), called Darkness of
Silverfall, run by Romagames...very good game, exploration,
colonisation, combat, alien tech, alliances, and so on....quick pace.

Second, a commercial game, called Star Empires III
One of the best games I have ever played. Also a Exploratio,
Colonisation & Empire Building game.....lot's of features like
shipdesign, techresearch, trade, active Aliens (some very nasty), 3-d
universe........GM can be contacted at 	crusader@intonet.co.uk

You can also take a look at this site: used to be for Star Empires 2,
but has a small (yet undeveloped) section for SE 3, which includes
