The City of Stelenburg will maintain a standing military patrol in all territories bordering the city. Attempts to hire or subvert said forces will result in the perpetrator's faction being treated as an unfriendly government. 2. Rule one also applies to all city officials or their servants. 3. Theft or foul play within the city walls is grounds for immediate termination of the offending party. 4. Military forces within Stelenburg shall not exceed 20 men per friendly government. Fantastic creatures, particularly dragons are not permitted within city walls. We hope that these laws are clear, and that visitors will abide by them.
