Well I guess that you could say it was rules based, to some
extent.  My idea at the moment is to take the FUDGE rpg system
(which is very generic) and cut it right down to a minimum, make
some adjustments for PBeM play and emphasise story telling and
character in the manual.

My intention is to have  a few attributes, all specified using
words rather than numbers.  Resolution will essentially be the
GMs decision based on the players description of his actions. No
dice involved, so the players who submit detailed descriptions
should do better (which is the style of play I'm trying to
encourage).

When it comes right down to it though what I'm trying to create
is a generic ruleset which can be easily modified for any
particular game setting.

I'm at a very early stage on this of course. I've just started
hacking down the character generation section of FUDGE (first
part of the first draft is available from
http://sflare.com/pbem/index.html).

I'm going to try and run this project rather like an open source
software project.  All the current development stuff will be
available on the website and people will be encouraged to make
comments and suggestions or actually create stuff.

Although my personal aim is to host games from my website, the
resulting rules etc. will be made available for anyone to use.
