The simplest answer is that moderators have to decide what their
players will agree to pay. There are a lot of PBeM games for which
there's no charge at all, and PBM games where players just pay
to cover postage. If your game is to be a part-time hobby for
you, it may be worth running it this way.

If you plan to run a commercial game, I think the best advice I
can offer is to look at the charges for existing games similar to
your own and fix your charges at about the same level. You'll have
to do some research to find out which games these are, but most of
the info is probably available on the internet at moderators'
websites.

If it's football games you're thinking of, some games charge in
advance for a whole season, others per match (I think charging
per match is the same as charging per turn?).
