There's a lot to it, and a lot of careful thought went into it to make it work.
 I could talk about it all day, to be honest.  But I'll break it down to five
key things:-

(1)  Let the players do the crime, as long as they are prepared to pay the
in-game consequences.

(2)  Give the players enough nasty and dangerous computer-controlled things to
fight that they are never bored enough to want to attack one another to relieve
it (the problem Quest used to suffer from in the old days, although Im told its
much better now.)

(3)  Make characters interesting enough that players dont want to throw them
away in PK-gambits.

(4)  Very careful work in the game's background to give a 'us (the players) vs
them (the monsters) feel to the game.  But never FORCE this issue.  It should
come naturally.

(5)  Make it so that different characters working together can achieve more
than a single character alone.  This fosters a teamwork atmosphere.
