One fairly simple way would be to have each hex or country automatically get a
'supply line bonus' to offense, defense and production for every other hex or
country a player owns that is adjacent or touching. An enemy might well want to
attack you from his hex or country that is the best supported by supply lines
to get the bonuses....and of course he might as well attack your hex that is
least supplied. :)
