They can try to achieve this by preceding their movement orders with a lot of "instant" orders, such as renaming the unit. However, they will fail if the other player has even more "instant" orders. Thus there can be a race where both players submit longer and longer and longer orders, trying to move last. I think you would be better off with a maximum number of order slots, for each unit.
