Age of Wonders fits the bill. It's a fantasy strategy game with support for
email play. IIRC it supports up to 16 players.  It also features a very nice
scenario/map editor which allows you to build games from scratch. I believe
you can find this at a heavy discount these days at most computer games
stores (at least in the USA).

Way too many "4 AM, just one more city" nights associated with that one. :)
Truly a classic game.
