I'll just point out that the original question was about the setting for an
rpg. It's possible to run an rpg with all sorts of sinister stuff going on
in the background - indeed, this can be an advantage.

There have been c/m games dealing with criminality. It's a Crime, for
instance, caused quite a lot of controversy when it first appeared because it
was based on modern-day gang warfare. Some of the text messages had to be
toned down in response to players' objections, and the game survived because
it was a good easy-to-play design. I think that the strong element of humour
in the text also helped to make IaC seem light-hearted.

I don't myself think that many players would go for a cartel game, but
will be interested to see what others say...
