I didn't say this was a *good* system to use - it has historically
sufficed, as the Galaxy playing community tends to play nicely.

That may no longer be the case, and if people are determined to
cheat by playing multiple positions in a game, there is little
that can really be done, except turf them if and when they are
discovered, which then upsets the balance of a given game in
other ways.
