The police are in complete control, and can do what they like. Police brutality is at a record high, as there is no one to keep them in check. The government of the Empire, the main component of the galaxy, and predominately Human, although other species are welcome and numerous there, is a puppet government, controlled largely by the police. The media is also completely under police control, and the media never portrays the Empire as anything other than a dream world. Any politicians who try and clean up the Empire find themselves arrested. Their crime? Usually future-murder. Pre-crime was set up in the mid-21st century, to stop all crime. However, it quickly became a tool for the police to gain control. Anyone who opposed them was arrested of a future crime, which they were going to commit. However, it is clear that they pay no attention to pre-crime anymore, for crime is at a record high. Outlawed media from outside the Empire is easily available on the borders, although anyone found to be reading or selling it is immediately arrested for a future crime. These newspapers tell the real truth, including problems inside the Empire. No crime is stopped on a realistic level. Certainly on a �peasant� level, crime is at an all-time high. The police take no interest in this. They abuse their power, openly taking what they like from the people. Policing has become a hereditary job � only those who are the sons/daughters of police people may become one. Under cover of this chaos, a major crime organisation plots, whilst committing minor crimes. Their presence is known to the people well, but the upper classes and politicians do not know of them at all. Running through the streets are the Omen Knights, a cult of religious zealots who preach to the uneducated, and often group together to run through the cities, lynching those who they think are sinners, which are often random people. The police don�t worry about them, as they stay out of their way. And the Police Commissioner is living on a lush, uninhabited yet tamed moon in the Third Quadrant of the Empire, unaware of most of the atrocities of the universe. Commanding the police, he still believes that the world is a safe place at the moment, and life is good for the masses. He is over 150 years old, due to an easy lifestyle, and several medical enhancements, and remembers a time when life was so much simpler, and the police were honest. In the middle of it all is you. Life is getting increasingly difficult in the Empire. All of the above is common knowledge on the streets, and no one does anything about it.
