An effort was made with Phoenix to remove as much GM bias as
possible. Under BSE, getting unfair and unassailable advantages
through the (over) use of SAs was quite doable if you were persistent
or clever enough. The way Phoenix handles special abilities and
technology, this has been made more difficult as most anything can be
stolen away from you.

I think fairness has more to do with the presence or absence of an
active GM than it has to do with SAs though. If the game is 100%
computer moderated, fairness will tend to be guaranteed to some
extent, but once you plug in a GM, it's all down to the fickleness of
one human. Even if the game has no SAs, the GM may have a phone :-)
